I'm on the segment of ligerating Hjaalmarch and I did the quest to obtain the documents and then deliver the forged ones by Galmar to the legate in Morthal, then when I get back to Galmar he rewards me, quest completes, but he doesn't give me the quest or any other dialogue lines than the basic 2 of joining the war and the aim of the war.
I'm a huge role-player in Skyrim and I recently started getting back into Skyrim with SE, normally my characters avoid the civil war so I've not encountered tihs issue until now with my new character who joined the Stormcloaks.
